dengue fever babies

Can someone in the medical field please tell me what these symptoms mean in a 1 yr old baby?
He has had a fever and diarrhea for several days and now he is vomiting, coughing and has a lot of phlegm. He also has cold feet and his back is swollen now. He was recently hospitalized with dengue fever from a mosquito bite but seemed to be all better and so the Dr discharged him last week. If there are any medical people seeing this please give your opinion of what this might be. His family is very poor and live in the Philippines where they cant just go to ER for mandatory treatment. Does this seem quite serious or could it be treated at home and how?
The mother took him to a free clinic 2 days ago and they prescribed an antibiotic along with a couple other meds but his condition has worsened now
As stated in the question details you cant go to ER in the philippines without money. This family has absolutely NO money and no way to get any.
The baby is way to little to not be seen by a Doc ASAP. I don’t know about Philippines health care system, but this baby can dehydrate easily.
An ER is for emergencies, right? I would consider this an emergency!
